CTC president William Kerns has worked with scores of general and specialty contractors as a cost control manager, Chief Financial Officer and claims consultant.  These firms regularly incurred significant project overruns that were not detected until it was too late to correct the underlying causes.  In most cases, the overruns were not identified because the cost reports were not designed to provide the necessary early warning signals.  Bill founded CTC to bring project transparency to contractors through industry-proven job cost processes, accurate and intuitive reporting, and insightful training methods.

As a former Chief Financial Officer, Bill draws on almost 30 years of construction industry experience to help his clients identify and manage risk and improve gross profit margins through effective job cost control and financial reporting.   His expertise includes:

  • Construction accounting process and procedures

Bill is skilled in the use of various construction accounting software platforms and holds a copyright for an automated construction financial reporting model he designed.  

Bill is a former Director and testifying expert with The Duggan Rhodes Group, a firm specializing in construction disputes.  Bill was also the Chief Financial Officer of H. Bruce and Sons, Inc. , a $60 million commercial and industrial electrical design and construction company. In this capacity, he was responsible for the management of all cost and financial reporting as well as the implementation of an advanced project cost controls system for all construction projects.  Bill has also served Dick Corporation, formerly an ENR Top 50 Contractor, and P.J. Dick Incorporated, an ENR Top 150 Contractor, in the cost control and information systems manager and field accountant capacities.

Bill is a Certified Construction Industry Financial Professional, a Certified Cost Consultant, and a Certified Construction Auditor.  He holds a Bachelor of Science degree in Industrial Management from Carnegie Mellon University and a Master of Science Degree in Public Policy and Management, also from Carnegie Mellon University.

Bill has published several articles on best practices in construction cost management and frequently presents on methods of tracking and identifying construction cost overruns.
